My dear Minister,
You will remember that in the memorandum
which I handed to Your Excellency on September 2nd
I mentioned the continuing attacks by Japanese armed
forces on junks in the neighbourhood of Hongkong.
I have now received reports of a number of
further attacks, two of which are so serious that I
feel I must bring them to Your Excellency's personal
attention. On the 13th May, 1941, a Hongkong junk was
attacked 10 miles south of Waglan by an aircraft which
opened fire with a machine gun, injuring one man. On
the 16th May another junk sailing between Pu Toi and
Lema Islanda was attacked by an aircraft with machine
gun fire which killed two passengers and wounded
two others.
